This letter from Ontario's Chief Human Rights commissioner Keith Norton to the Hon. Tony Clement, Minister of Health and Long Term Care, notifies the Minister that environmental sensitivity is a disability, that the Ministry of Health and municipalities have human rights obligations to people 
with environmental sensitivies, and that in considering implementing a plan to use of chemical insecticides agaiinst West Nile Virus, there is a duty to provide accomodation to this population.  

Norton sent a similar letter to Ms. Pat Vanini, Executive director of the Association of Municipalities of Ontario.
